After disabling that feature, all is well with my apps' positioning. Is there a work around to get the previous behavior? I just want a button on my home screen to go to a specific URL like I've had for years. The latest chrome update did me the "favor" of deleting all of my existing home screen shortcuts and now the install pwa option is not doing what I want. Uncheck "Desktop Site" and it should have added a little app square to your home that'll take you directly to that site instead of the main home. That's what a PWA is and probably why its asking you to install app. It's not installing it from the play store as what your probably not wanting to do. I can use Tasker "browse url" action with web address then Crete a home shortcut. Tap on Edit Actions and add it back. As your list is not in the default order you have probably edited it in the past, and removed that option.

Chrome Add to Home Screen Missing on Android- How to Fix
You can usually do that in the Help & feedback section. Every Android launcher has this one option that is of big importance here. It’s called “Lock Home Screen layout”, although the exact name can vary. This option allows you to lock icons, widgets, and folders that are currently on your Home Screen so no layout changes can be made. This option needs to be disabled in order for the Add to Home Screen option to work. Another viable step is to clear the cache from the browser.
Or… Find a solution to a problem you’re facing(like you’re searching for one now). Open the browser once again and select Permissions. Make sure that all permissions are granted. Also, and this is important, make sure that you haven’t locked Home Screen to prevent changes to its layout. Same android and chrome version as you, but pixel 3a and after RTFM didn't have luck.

Best AnswerMy Galaxy s8 was not allowing me to add shortcuts to home screen after update. I took a suggestion from an earlier comment, and long-pressed home screen. From there in bottom right corner HOME SCREEN SETTINGS. There is an option to LOCK HOMESCREEN LAYOUT that had been toggled to enabled.

Of course, there is no guarantee that the specific article will exist when trying to access it later. But there is an added benefit because It saves the title of the article which you can then search and see if it still exists. I've just come across this problem last week Chrome on Galaxy S9+). It's only started on a specific website though, so it maybe the website that changed rather than Chrome. But, as said above, we should have both options available to us regardless. The only hint was to use Lighthouse to audit the page. Lighthouse shows the app as "Installable".
